PLEASE read before reporting basic SOAP errors

There have been about 50 messages today reporting basic error conditions 
such as:
	Unable to resolve namespace
	Fault must have a faultcode

These are all due to using the latest (1.3.1) xerces xml parser. Backing 
off to version 1.3.0 will solve these problems. Please try this before 
reporting basic problems to the list.

Also there should be a basic info template so that every mail includes
the following

Soap Tool : Apache / MS , Version :?
Parser(xerces) Version:?
Webserver Name : ? , Version? service pack?
Operating system version & service pack?

So that any issues / solutions reported could be of wider interests.

How do we get it going?
