We should provide a common interface for both this monitor security set and the accumulo security set. This should include splitting our current Authenticator into a user authenticator and authority provider.

This falls closely with ACCUMULO-259, which is too big for 1.4. I feel this should also be done in 1.5 because if we want to do it right, we need to be thorough.
