[NOTICE] URL's to our Repositories will be changing

Folks,
Now that we have been approved for graduation by the ASF Board, the URLs to
some of our assets will be changing as we transition to a Top-Level Project
(TLP).

For example:

   - GitHub Repositories, for example:
   https://github.com/apache/incubator-datasketches-java will become
   https://github.com/apache/datasketches-java
   - Dist Release repositories:
   https://dist.apache.org/repos/dist/release/incubator/datasketches/ will
   become
   https://dist.apache.org/repos/dist/release/datasketches/
   - Dist Development repositories:
   https://dist.apache.org/repos/dist/dev/incubator/datasketches/ will
   become
   https://dist.apache.org/repos/dist/dev/datasketches/

Our mail lists will remain the same and the URL to our website will remain
the same.

These changes will start December 21 and (hopefully) should be completed by
December 31.
