   ### Description
   
   Currently, the Swagger API Doc is only available in Develop Mode by running `make swag` before `make dev`.
   However, it is not available in the User Mode by docker image.
   It would be helpful for Swagger API Doc to be available in the User Mode
   
   ### Use case
   
   Users running DevLake in Production Mode might want to call some of our APIs, it is helpful for them to be able to see the API doc from the Production Deployment
