[exec] commons-exec was successfully promoted to commons-proper

Hi folks,

commons-exec successfully moved to commons proper

Site : http://commons.apache.org/exec/
SVN Access : http://svn.apache.org/viewvc/commons/proper/exec/trunk/

One thing left to do - I updated commons-build but I'm unable to build 
the site because maven-1.1 blows up so I can't update the main site. 
Anyone out who is able to do that?!

I've set up a new project EXEC in JIRA and have moved the old issues 
over from the sandbox project. One version (1.0) has been created.

Still to do: issues that have been solved should be assigned a "Fix For" 
version.

Another thing to do is sort out JIRA - migrate all the tickets from
being a sandbox sub-component to its own project. Not sure how to do
