   Modify the v4l2m2m simulator codec from using host openh264/x264 to using built-in openh264/x264

   ## Testing
   
   Decode an H264 stream file into a yuv420 file:
   
   ```
   mount -t hostfs -o fs=/path/from/ /stream
   nxcodec -d /dev/video1 -s 256x144 -i /stream/256x144.h264 -o /stream/256x144-yuv420p.yuv
   ```
   
   Encode a yuv420 file as an h264 stream file:
   
   ```
   mount -t hostfs -o fs=/path/from/ /stream
   nxcodec -d /dev/video2 -s 256x144 -f YU12 -i /stream/256x144-yuv420p.yuv -f H264 -o /stream/256x144.h264
   ```
