Towards Mesos release 0.26.0

Dear Mesos fans,

this is the tracking ticket for the upcoming next Mesos release.

Please read the ticket’s description for further instructions and tips on how to get features and other improvements included.

The release managers will be Till and Bernd. If you have any questions, don’t hesitate to post them here or contact us directly:

We aim at making the first cut with a tag around November 6 and at finalizing the release before November 17.

Just for closure, it looks like a stunning 78% of these are due to me
(they are Windows integration-related). Since probably all of these
are not actually blocking 0.26, I will un/re-tag as appropriate today.

Also, I do apologize for making the issue graph a hockey stick.
