This is not an OFBiz issue but "Java" rather

I don't see this locale at http://www.oracle.com/technetwork/java/javase/locales-137662.html. 
Also not sure it's up to date but this could be the reason: "There is no explicit support for Farsi in Java" http://developers.sun.com/dev/gadc/faq/java/files/langsupport.html#Farsi
