[CLI] First workable command is merged

Hi the SkyWalking community, I'm writing to let you know that
since our CLI project starts not long ago, now we already have
a workable command `swctl service ls` [1], and I'd like to invite you
to try this CLI and give feedback if possible, and welcome contributors
to contribute more commands, thanks
