There are numerous calls to {{ClusterNodeTracker.getClusterResource()}} (which involves a lock) to get a value to pass as the cluster resource parameter to {{Resources.fitsIn()}}, but the parameter is (quite reasonably) ignored.  We should remove the parameter.
