APR'izing the mpm tree.

Does anybody have a problem with me starting to APR'ize the mpm tree?
Bill needs this to really get the Win32 port working, without duplicating
a lot of work. There are requests for this all over the tree, where Dean
made notes about an abstraction that people need to do. I have done 99%
of those abstractions in APR, and I would love to see them used.

I'll wait for comments, and start to work later today if nobody veto's. I
won't make any commits for this until tomorrow sometime, in case somebody
wants to veto it later tonight.

BTW, I have all the code required now, so that there is no reason for my
APR'izing the tree to break things any more than they currently are
broken. :)

Ryan

There are so many things broken in the tree for WIN32 that APR will help
fix. The sooner we do this the better IMHO.
