[VOTE] Release JMeter 5.4.1 RC1

Hello,

The first release candidate for JMeter 5.4.1 (032b55e3c8) has been 
prepared, and your votes are solicited.

This release is mainly a bugfix release.

Please, test this release candidate (with load tests and/or functional 
tests) using Java 8+ on Linux/Windows/macOS, especially on the changes.
Feedback is very welcome within the next 72 hours.

You can read the New and Noteworthy section with some screenshots to 
illustrate improvements and full list of changes at:

JMeter is a Java desktop application designed to load test functional 
behavior and measure performance. The current version targets Java 8+

I thought we could ignore the warning, but OK :) googling after the
warning I found the SO question:

which has the tipp to set the java system property tika.config to point
to a file containing

initializableProblemHandler="ignore"/> </properties> That will silence

I notice in the new version that every change in Look and Feel requires a
restart
Is it on purpose or a must?

I didn't want to commit the other thing :) I wait for the next round
after the release. But I did change the loading of the tika-config.xml
(it took way more commits, that I would like to admit. Sorry for the noise).

I tested those changes on linux and windows and they seem to work. No
warnings are emitted and the tool menu has the curl parser action
available and it seems to work.

So I think I am done.
