Doesn't sound like a good idea to punch a hole in the abstraction. For one thing, you won't be able to use these rules or cost functions in a Hep planner. I think we should let a kind of metadata provide a function to roll up among alternatives. For costs, usually the function is "min". But for predicates the function is "union".
