[ADDON+PATCH] WIN32 ap_service

Hi,

Here is the patch that splits the service management functionality out
of libhttpd.
The ap_service.c goes to the os/win32 and ap_service.h to the include
(like ap_regkey). I've need to change the mpm_winnt.h cause its easier
then changing build paths.
