How to configure a layout without minimize and maximize buttons
I would like to know how I can configure a psml so
that those minimize and maximize buttons that stay at
right on the top of a portlet don´t appear.

The easiest way, at least the way I'd do it, is to create a second
portlet theme that is identical to the one you're using, and just change
it so that it doesn't add those buttons to the portlet action bar. This
means you don't have to worry about anything else, and just use this
theme when needed.
Of course, if you allow your users to edit the theme, this won't work.
