There may be a bigger issue here. Although most projects from
mozilla.org have been relicensed under MPL it appears that Rhino is an
exception and is still under NPL1.1:

NPL1.1 is one of the "exceptions" on Chris's list that was originally
banned but which was going to be reviewed. Has such a review taken
place and if so what was the outcome?

To be on the safe side, I'm going to propose that we remove the Rhino
jar from the distribution and update the NOTICE files etc. with
information for users on where it can be downloaded from and under
what terms. Do we need another IPMC vote after such a change or is
lazy consensus acceptable?
