proposed solution:
- add groupId:artifactId:goal syntax to those that can be resolved. This uses a discovered version as currently
- enforce the use of the 3 or 4 element goal name in lifecycle definitions
- allow the old one, but deprecate for beta-1 and remove in beta-2
