我尝试按照你的描述在本地使用golang 1.9.2运行service center项目的main.go，外部对接全新启动的etcd v3.2.13，反复以上操作3次并没有复现该错误。
按照你描述的错误，可以判断，存在一个全局锁在etcd内部，导致service center进程启动检测到该锁，等待释放而最终超时。按照代码实现该锁以1分钟的lease存放在etcd的/cse/etcdsync/cse-sr/lock/global中，所以理论上1分钟后这个key将会自动老化清除。
你可以使用ETCDCTL_API=3 etcdctl get /cse/etcdsync/cse-sr/lock/global -wjson来查看是否有leaseID字段，如果没有该字段，表示key被持久化了，需要手动删除这个key来解决问题。如果存在，则表示存在另一个service center进程一直持有这个锁，需要检查环境中是否存在其他进程
