Appropriately labeled means that the labeling of the Apache release is done according to the terms of the specific Category B license.
Usually, required labels are placed into the Apache distribution's NOTICE file and a copy of the license is placed into the Apache distribution's LICENSE file.
You can see an example of "appropriate labeled" in http://www.apache.org/licenses/example-NOTICE.txt
