Virtual host directory hidden by main server

If I do:

<Directory /some/dir>
...
</Directory>

<VirtualHost somehost>
<Directory /some/dir>
...
</Directory>
</VirtualHost>

The outer <Directory...> hides the inner one. Surely this is not right?
