/manual/mod/mod_negotiation.html#languagepriority:

"Correctly implemented HTTP/1.1 requests will mean this directive
(LanguagePriority) has no effect."

Untrue. HTTP/1.1 does not forbid request without setting language priorities.
Further it is even allowed to ommit q-values oder give several languages with
the same q-value. In these cases LanguagePriority has effect.

I suggest discarding this sentence.
