anakia build

When I try to build anakia the build process fails.  It also happens when
I run "ant test" for the velocity build.




BUILD FAILED

C:\java\velocity-1.3-rc1\build\testcases.xml:211: Could not create task of
type:
anakia due to java.lang.NoClassDefFoundError: org/jdom/JDOMException

Total time: 19 seconds



Any ideas why this is happening?  I have 1.3-rc1 and the jdom-b7.jar is in
the
build/lib directory.
