## What is the purpose of the change
Adds a utility that extracts all information required from DataStream API's type information in order to create a table schema. The planner can use this information to connect a DataStream API catalog table with the table ecosystem.
## Brief change log
`ExternalSchemaTranslator` added.
## Verifying this change
This change is already covered by existing tests, such as `ExternalSchemaTranslatorTest`.
