I18N Release Candidate

As I discussed a few days ago, I would like to do one final release of 
the i18n project which
contains all of the most recent features.  I did a release by creating a 
branch of the code at
the point it was deleted.

If anyone would like to review the binaries they are located at the 
following URL:
http://cvs.apache.org/~leif/dist/excalibur-i18n/

As the project has been "deleted" I doubt there will be any changes by 
anyone,
so once the PMC has approved the release, I will go ahead and take care 
of that.
