initial site with basic info:

Create 'trunk', 'branches' and 'tags' folder at SVN location:
https://svn.apache.org/repos/asf/incubator/optiq/

Explode this attached file (optiq-site.tar.gz) and check-in to:
https://svn.apache.org/repos/asf/incubator/optiq/site/trunk
