With FLINK-38727 we set {{ResourceManagerOptions.REQUIREMENTS_CHECK_DELAY}} to 30 s in {{EventTimeWindowCheckpointingITCase}}. The failures it targeted were already fixed on master by FLINK-39103, so the override only adds 30 s to every test case. Together with {{LocalRecoveryITCase}}, which delegates to it, that costs about 27 minutes per tests stage on master and release-2.3 compared to release-2.2.

We should remove it from both branches.
