FINERACT-955 ContentRepository for Google Cloud Storage

Hello,

If there is anyone on this list who shares an interest in getting Fineract
to run great on Google Cloud, then a pull request for
https://jira.apache.org/jira/browse/FINERACT-955 to write a
ContentRepository for Google Cloud Storage (GCS) would be a great
contribution!

It occurred to me that perhaps someone somewhere out there may even already
have written this, and have it laying in a private repository, but could
possibly be motivated to share it with the community when reading this.
