[4.14.1] Release branche

Hi,

I'd like some input on how to cut the 4.14.1 release branch: from the
top of the tree, or from the 4.14.0 release tag and then cherry pick
what goes into the release?

I believe the develop branch is stable, so we should be with cutting a
release from there for the next release, 4.14.1.
