> New Kudu users frequently create tables with even replication factors, which is never what the user intends.  We should reject these table creation ops, and add an {{allow_unsafe_replication_factor}} master flag to make it possible for advanced users (this flag would of course be gated by {{unlock_unsafe_flags}}).
