Answering for axis:

wsdl4j is covered by
http://oss.software.ibm.com/developerworks/opensource/license-cpl.html
which listed in the http://www.opensource.org/licenses/index.html.  The
license permits redistribution.  While wsdl4j is as of yet unreleased, the
code in the jar is built from unmodified sources obtained from the public
cvs server (:pserver:anoncvs@oss.software.ibm.com:/usr/cvs/wsdl4j).

clutil is from the Apache Jakarta avalon-excalibur project, and is 100%
covered by the Apache Software License.
