Adding new users

I asked this question on the user's mailing list but haven't 
gotten an answer.  I followed the directions on the slide 
website for adding users (using DAVExplorer) but it didn't 
work.  The user shows up but I can't log in as that user.  
Anyone know what might be wrong?  or another way to add users?
