[m1] plugin releases
Hi all,
I would like to release the following m1 plugins for inclusion in m1.1-beta3:
[] javacc: no more open issues
[] rar: no more open issues (fixed MPRAR-1 and MPRAR-2)
[] ear: fixed a couple of things ; still open issues which will be
addressed later on
The future documentation is here:

I did a few cosmetic clean-ups (docs, code formatting, broken links).
Btw: for rar there is still one issue open (MPRAR-3) but I think it can
be closed as incomplete.

I prefer to wait until the j2ee issue is clarified, we also have to do a
poll on the user list, this will still take a few days.

Well, IANAL, but I think that this is not at all clear from how it is
expressed there. They give a link to majority approval (where 3 binding
votes are required), and then say:
"... except that the decision is officially determined solely by whether
at least three +1 votes were registered."
I understand this 'except' to explicitly refer to the non-requirement of
binding votes.
Anyway, it's not a big deal but maybe worth to clarify on the
legal-discuss list?

I think when that sections says 3 votes are required, it implies they
must be binding. I've heard it said in other places that you need 3 pmc
votes.

Why is this not enough? [1] only talks about three +1 votes and no
vetos, it doesn't mention binding votes for package releases.
(Just being curious, I think I did some of my releases without 3 binding
votes as well...)

There is none yet, I wanted to wait for the result of the vote. I think
you can open an issue now, I just haven't had time to wrap up the results.

resolved? (If j2ee gets demoted, you will have to do another release).
