[Math] Snapshots

Hi.

Was the stopping of providing snapshots at:
   
https://repository.apache.org/content/repositories/snapshots/org/apache/commons/commons-math3/3.4-SNAPSHOT/
part of the migration to "git"?

How can we suggest that people (users, not developers) test
the upcoming release?

Yes, indirectly, because they were generated by Continuum, and it's so
far proved impossible to update it to fetch the files from Git.

It's pretty easy to deploy a snapshot to Nexus manually.

And doing so helps check that one will be able to deploy an actual release.

Of course manual deployment is not feasible for every change, but if
there is a particular change that needs testing, just do it.
