[DISCUSS] Tools release!
Does anyone have any reason to delay a tools release?
Any outstanding patches to land?
If not, I will start the release tomorrow.
The versions to be released are:
- lib@6.4.0
- cli@6.4.0
- plugman@1.4.0
- cordova-js@4.2.0

I'm going to preemptively update platformsConfig.json to use the new
versions of android, ios and windows which are being released. I will send
out the vote sooooooon and we can aim to release everything at once.

As ios and android releases are on vote stage, shouldn't we release them
first and then do the tools release with that platforms pinned?
