There are currently two thermos_observer python_binaries in the codebase, one in src/main/python/apache/aurora/tools/BUILD and the other in ./src/main/python/apache/thermos/observer/bin/BUILD. This is confusing.

Let's get rid of one of them, I think the latter is the one that's not meant to be used.
