Release 0.14?

The Hadoop jenkins job uses an unreleased Yetus version (f9ba0170a5787a)
and doesn't work with the last 0.13.0 release. Can we have a 0.14 release,
please?

It would be great to have a 0.14 that at least includes (f9ba0170a5787a).
Yetus doesn't seem to do branched development, so you could probably just
make a tag at the point that you want to make the release.

I was actually planning on doing some work on this front this week since $DAYJOB needs an updated golang compiler and the current Dockerfile fails to build.  https://github.com/apache/yetus/pull/250 fixes those issues, the detect-secrets confusion (Yelp version works again!), etc.  That just leaves the fact that audience-annotations doesn’t actually work for generating docs.  Right now, I’m leaning towards pushing the current main to a new branch and then reverting those sets of patches so that forward progress can be made.  It would obviously be better if someone were to step up and fix the problems.
