Santuario May Report

Apologies for being so late - I was away for a week and forgot to do 
this before.

The java xml-security team have just released version 1.4.1 
incorporating a number of bug fixes.

On the C++ side, Scott Cantor was voted in as a new committer. 
Otherwise quiet for the C++ library.
