We should add a new {{SEGMENT_AZURE}} fixture, so it's possible to run the integrationt tests for the [Azure Segment Store|OAK-6922]. By default it should connect to a local Azure Storage emulator:

* https://docs.microsoft.com/en-us/azure/storage/common/storage-use-emulator
* https://github.com/arafato/azurite

If the {{oak.segment.azure.connection}} system property is defined, then it should try to connect to the specified [connection string|https://docs.microsoft.com/en-us/azure/storage/common/storage-configure-connection-string].
