This mechanism is the first use of Mercury and as such doesn't go the WagonManager route, but unfortunately all the mirroring, proxing, and repository security capabilities got wedged in here. So I'm taking a first pass to see how fast I can decouple it and put it back on the Maven side of things. I don't want this happening with Mercury again either so all of these things need to be couched in terms of Maven APIs so that we can back in other systems in the future, or mix systems, when necessary.
