[DISCUSS] Cursor persists readPosition instead of markDeletePosition: can cause message loss

Hi Pulsar Community,

While testing the helm chart release candidate, I came across a
message loss scenario. I thought it was isolated to upgrades at first
(from 2.9.3 to 2.10.2 in my case), but after more testing, I was able
to reproduce it with hard broker shutdowns.

It is extremely important to fix this bug, so I would really
appreciate multiple reviews on this PR.
