About the usage of Jenkins.

Hi,

Today, I'm really happy with REEF-111 (Real .Ner CI) on AppVeyor.
I believe this PR will be merged today. Thank you, Mariia.
We are really desperate for this as Mariia said.

By the way, it's a good time to discuss how to use Apache Jenkins.
We have been struggling with it for a while.

Is it possible for us to use that any other usage except CI?
For example, automated 'Link to PR' setter plugin?
It's necessary, but it's a manual chore for us.

Any idea?
