[PATCH] ByteRangeResourceReader

I've put together a Byte Range enabled ResourceReader which will cope
with any simple Byte Range request and fail gracefully if not. (By
simple I mean any request for a single contiguous block rather than
multiple disjoint blocks.)

It still has caching enabled for non- byte range style requests for
resources.

It looks like Nagoya is down at the moment, but I'll pop it on Bugzilla
as a patch when I next get a response from it.

Stuart.
