Hm, strange. You should be able to attach a file...

I'm looking at permissions and it's configured that "jira-users" group can create attachments. That should be all registered users.

Can you please double check, maybe you missed it. I have the option under the "More Actions" dropdown menu at the top of the issue (but it may be different for admin).

If you still can't I'll try to find out why. After supper. :-)
