On windows, when the write() to a non-blocking pipe with a 0 timeout would
blockA PR returns APR_TIMEUP after going through WaitForSingleObject()

On unix, this same scenario results in APR_EAGAIN being returned to the caller,
it looks like the call into wait_for_io/apr_pollset_poll() is skipped and the
native errno is mapped to APR_EAGAIN and returned to caller.

a caller this affects is httdpd's mod_ext_filter testing for
APR_STATUS_IS_EAGAIN() after the NB-write to the child stdin.
