Ok ... so the minimum requirement seems to be quite demanding:
"The Azure VM has 7Gb of memory on a 2GHz 4 Core AMD Opteron, and that is just about the minimum to run Mustella semi-reliably ;-)" 
But if this is too much to ask for we will run the Maven build on that VM and Keep the Mustella (The Flex Testsuite) on our current Azure VM.
