Part of fix for https://issues.apache.org/bugzilla/show_bug.cgi?id=48550
Make sure Servlets that could output UTF-8 mark the content as UTF-8. I think I found all the places where this needed to be changed. The other possible places involve HTTP headers so must be ISO-8859-1.
