Making the usage of JIRA into reality

Hi, all

Based on the results in

our community has agreed on that

We should track code changes with JIRA

I have updated guidelines for contributors in
https://cwiki.apache.org/confluence/display/MXNET/Development+Process with
the content about how to use JIRA. I also left comments in most of pending
PRs (except the ones I think do not worth a JIRA) encouraging the usage of
JIRA


For all committers, please work together to ensure that we can push this
into practice ASAP. I think the first thing we should do is that

DO NOT MERGE a PR if it does not correspond to any JIRA (except the cases
we mentioned in
