bug 12557: validation makes a document invalid

Hi All,

I noticed that an old bug I've submitted was still lurking in Xerces 2.3.0.
Its description is at

I wonder if the namespace normalization stuff in DOM-3 could be used here,
as the choice of the prefix seemed to be the main obstacle in resolving this
bug.
