Patch, compares each release in Changes.html with the version being released and fails if any is greater.

I ran the patched {{smokeTestRelease.py}} against 6.3.0 RC1 and got this message:

RuntimeError: Future release 7.0.0 is greater than 6.3.0 in file:///Users/sarowe/temp/testsvn/lucene-solr-6.3.0-RC1-rev11e7e356e15ad5f9e3cfe26966c9dd5f666ece61/solr/changes/Changes.html

I also ran the patched version against 6.3.0 RC3 and it succeeded.
