Support dhg14 without hardcoding BouncyCastle

Hi,
The dhg14 is currently enabled only if BouncyCastle is registered.
Is there any reason for this except of making sure that DH 2048 is available?
In SSHD-589[1] we added optional runtime detection of max DH key size,
we can leverage this in dhg14 as well[2].
